PROCLAMATION BY JASON SHILLING, MAYOR OF THE CITY OF PERKINS OF AN EMERGENCY IN THE CITY OF PERKINS DUE TO COVID-19 PANDEMIC 

WHEREAS, the Perkins City Code, and Title 11 Section 22-120 and Title 21 Section 1321.1 et al. of the Oklahoma Statutes empowers the Mayor of the City of Perkins to proclaim a state of emergency when the City of Perkins is threatened by a local emergency that affects the life, health, property or the public peace and;

WHEREAS, COVID-19 is a new virus that currently lacks widely available testing at pharmacies and doctor’s offices which reduces the ability to effectively track community spread;

WHEREAS, while there is currently no evidence of community spread of COVID-19 in the City of Perkins there is little known regarding the transmission of COVID-19 by those who are infected but not yet showing symptoms;

WHEREAS, the Centers for Disease Control and Prevention issued the Revised Interim Guidance for Coronavirus Disease (COVID-19) on March 15, 2020 recommending a number of factors be considered in postponing or canceling mass gatherings, including that larger gatherings of more than 50 people offer more opportunities for person-to-person contact and therefore pose greater risk of COVID-19 transmission;

WHEREAS, the President of the United States and Governor of the State of Oklahoma have declared emergencies due to the COVID-19 Pandemic:

WHEREAS, the Mayor of the City of Perkins does hereby find that conditions affecting public order, life, health, property or the public peace have arisen within the City of Perkins caused by the COVID-19 Pandemic;

NOW THEREFORE IT IS HEREBY PROCLAIMED that a local emergency now exists in the entirety of the City of Perkins, State of Oklahoma and that the Mayor of the City of Perkins is empowered to evoke the powers enumerated in the City of Perkins Code of Ordinances; and

IT IS FURTHER PROCLAIMED AND ORDERED that events of 50 people or more in City facilities are prohibited and special events permits issued for events of 50 people or more are revoked. In accordance with guidelines from the President, residents are further urged to avoid all gatherings of ten (10) persons or more. All residents are further urged to abide by all CDC Guidelines.

IT IS FURTHER PROCLAIMED AND ORDERED that restaurant dining rooms and other dine-in service areas shall be closed to the public until the expiration of this emergency declaration, although "pick up" and "delivery" service may remain open to the public.

IT IS FURTHER PROCLAIMED AND ORDERED that this state of emergency shall continue until 12:01 a.m. on April 5, 2020 or upon the issuance of a proclamation of the Mayor declaring its termination.
